Before becoming a self employed consultant, a person should build up a sufficient background in an area of expertise.  Once that expertise is obtained, the person should examine where they can be of most value to potential clients and diligently pursue clients.  Finally, the consultant needs to adapt and change his/her services (within reason) and augment his/her expertise to fit the client's needs.
