Operations - Policies and Procedures

SECTION I   OPERATIONS -  EQUIPMENT AND FACILITIES                                                                 

A. FACILITY OPERATIONS:

 

1. The purpose of Communication Center facilities is to provide support resources for the creation and dissemination of student, faculty, and staff work in professional quality media in order to further enhance the academic goals and missions of the Department of Communication and Trinity University. Equipment/facilities may only be used for authorized communication class assignments, authorized KRTU and TigerTV projects, and projects approved by the department Chair.  Any requests to use facilities for any other reason must be submitted as outlined in para.I-4.  Normally, requests for non-class use of facilities are not approved. Certain non-class projects may be approved by the department chair and may be subject to department rate card fees & charges. CLT provides support for all university related media needs.

 

2. Instructors will complete a written department request form for all facilities needed in class, 48 hours in advance.

 

3. Sign up sheets, for use by students enrolled in courses utilizing fourth floor facilities, will be posted on the bulletin board next to the elevator on the fourth floor or by the equipment. Everyone (except faculty and staff) using department facilities must have an approved “4th floor access blue form” (Form #602) on file in order to be on the approved RCC access list. Occasionally, student projects require the presence of a guest not on the approved access list (such as an announcer, musician, guest to be interviewed, etc.). Any person admitted to the 4th floor must either be on the approved access  list or be accompanied by a student who is on the list if their presence is required for the work being done. This student is responsible for the actions of their guests and accordingly is never to leave the guest unsupervised.

 

4. Individuals requesting use of any facilities outside the framework of paragraph number one above must submit the request I writing using the form at http://www.trinity.edu/departments/communication/601b%20Facility%20Use%20Request.htm  . This request is to include details on required equipment, production times, etc., and a written statement on the purpose and benefits of this project to the academic goals of our department. It should state whether or not the student is being paid for doing the project.  It is then submitted to the Operations Manager and is subject to approval by the Department Chair before any work or commitment takes place. All requests and approvals must be in writing and are subject to department rate card fees & charges.

 

5. No university videotapes (except for field recording tapes) are to be removed from the building. All tapes are subject to erasure and reuse the following semester. Therefore, dubs of student projects must be obtained before the end of the semester they are produced.

 

6. Duplication/Recording requests   Use form #335 “Duplication/Record” request (available from the Operations Manager):

                   1. Copyrighted materials cannot be duplicated by Trinity employees.

2. Duplication projects requiring more than FOUR copies require permission from the Chair for funding as they

are done at an outside duplication facility or IMS.

3. Dubs are to requested at least 2 days before they are needed.

 

7. Students are financial responsible for replacing/repairing any equipment or facilities damaged as a result of the student’s actions  Never try to repair or relocate equipment.  Report equipment problems to voicemail x5262 or directly to the Operations Manager.

 

8. Intellectual Property – University policy states that anything created by students using university facilities or equipment is the property of the university. This ownership can only be released by the Board of Directors or the President. (ref.: Anna Windham/M. Fischer 04/12/05 I. PRINCIPLE OF OWNERSHIP)

 

9. Computers – Files must be stored in a folder with your name and a less-than-two-week delete date.  Example: SMITH 1115

      Never install software, leave down loaded materials on hard drives, or make illegal copies.

 

10. These procedures and rules pertain to the use of all RCC facilities except for KRTU-FM facilities (covered in the KRTU OPERATIONS GUIDE). Any student found violating department procedures might lose facility use privileges as deemed appropriate by the department chair and the RCC operations manager.

 

SECTION II. 4TH FLOOR FACILITIES - HOURS OF OPERATION :     8 AMMidnight (or as building hours allow)  

                                                                  

1. Reservations are void if not used within TEN minutes of the reserved time. Facilities are not available after the last day of finals except as noted in paragraph I-4 above.   KRTU, which operates year round, is exempt from these restrictions.  The door to the 4th floor is unlocked 8 AM – 5 PM, class days only.  The ID CARD READER is to be used at other allowable times.  The 4th floor is closed during Spring Break, but Fall Break is treated as any other holiday.   Reading days follow holiday procedures.   Finals testing days follow class day procedures.

SECTION III. EQUIPMENT CHECK OUT/IN PROCEDURES:

 

1. Equipment check out/in will be in room 414 from 3:00 PM till 5:00 PM class days only.   Requests for use of equipment must have written approval from the instructor of the Communication course the student is enrolled in. Non-class requests will be submitted in writing for approval by the Department Chair (see paragraph I-4).  Equipment is due after two class days.  Any past-due late fee not paid by the last day of class is doubled and turned over to the business office for collection.

 

2. All equipment is to be returned by 5 PM on the last class day, no matter when it was checked out.

 

 

3. Equipment returned late is subject to a $10 per day late fee AND all future facility use privileges are revoked.

 

 

SECTION IV. STUDIOS - Studio A, Studio B, Public Access Studio Area (Newsroom):

 

Use of the studios must be booked through the RCC Operation's Manager who maintains a master studio booking calendar. Studio reservation request made 48 hrs in advance, in writing to the RCC Operations Manager.

 

1. Studios (and control rooms) are to be kept clean, orderly, and neat at all times.  All props, sets, cameras, etc. are to be put back in their proper storage place after your production.  Studios should be left totally clean (as good or better than it was found).  

 

2. Lighting: A serial or weekly TV program may "tag" a reasonable number of lighting instruments that are set for that program.  Others should avoid using these tagged lights.  Report burned out lighting instruments.

 

3. Sets:  The approved set storage area is behind the studio Cyc in studio A.  Any set painting, alterations, or construction must be approved by the RCC Operations Manager.

This area is primarily used for news programs but may also be used for approved public access productions.

 

 

 

 

 

 

 

 

Complete a written TigerTV program Proposal form to request the use of this facility.

Television producer may request to use this studio for film-style shooting of approved projects. . The producers must present their request at a regularly scheduled TigerTV management meeting showing proper justification for need.

 

 

This studio is for multi-camera television productions that are sponsored by the Communication Department. Such programs are required to have a regular crew of at least ten people. To request the use of this studio, producers must have a track record of successful programs in the other studios and must submit a pilot of the program.

 

All people using this facility must have successfully participated in a Studio training session (or an equivalent studio production course).

 

IN ORDER TO USE RCC 4TH FLOOR FACILITIES AFTER 5:00 PM ON CLASSDAYS AND ON WEEKENDS, YOU MUST BE ON THE AUTHORIZED ACCESS LIST. TO HAVE YOUR NAME ADDED TO THE LIST, A SIGNED COPY OF THIS BLUE FORM #602 MUST BE ON FILE WITH THE RCC OPERATIONS MANAGER (JAMES BYNUM, RCC421, 999-8155). ID CARD READERS ARE UPDATED EVERY FRIDAY FROM THIS LIST.

(FOURTH FLOOR ACCESS LIST IS UPDATED EVERY FRIDAY)

VIOLATION OF THESE PROCEDURES WILL RESULT IN LOSS OF FACILITY USE PRIVILEGES.
