Employment Procedures for Classified Personnel

When a vacancy occurs or additional staffing is required and properly funded, the departments will notify the Office of Human Resources by submitting a CLASSIFIED PERSONNEL AUTHORIZATION form. Upon receiving proper authorization from the respective vice president, the Office of Human Resources then will send qualified applicants to the employing department for consideration and interview. All positions will be advertised on campus to ensure that all employees have the opportunity to apply for promotion and/or transfer.

A record of medical examination must be provided for positions for which applicable state law(s) require such examinations.

Job-related examinations may be used by the Office of Human Resources to assist in placing applicants in positions for which their aptitudes and abilities best qualify them. In every case, once an examination is adopted, it shall be uniform and validated, and it shall be used for all applicants in the classification.

Whether hired or re-hired, the employee will be given a formal orientation briefing partly by his or her immediate supervisor, and partly by the Office of Human Resources. This orientation will take place and be completed as soon as possible after the employee initially reports to work. The departmental phase of this orientation will be not later than ten working days after the employee initially reports to work.

Each newly employed staff member will serve a probationary period of six months from the effective date of employment, during which his or her performance is evaluated against the job requirements.

The employee will be evaluated formally at the completion of the probationary period, and at least once a year thereafter. Formal evaluations will be a part of the employee’s permanent personnel record.

An employee who meets the qualifications for another position may be promoted or transferred to that position upon recommendation of the departmental chair or administrative office director and approval of the Director of Human Resources. Normally, an employee may be promoted or transferred to a position in another department upon completion of six months of continuous employment. Any employee eligible for promotion and/or transfer may apply for such through his or her supervisor or the Office of Human Resources. An employee promoted to a higher classification or transferred from one position to another position in the same or equivalent classification will serve a probationary period of six months.

The records of all classified personnel will be maintained in the Office of Human Resources. The Director of Human Resources is responsible for compliance with federal regulations in the employment of classified personnel.
