MESSAGE FROM THE PRESIDENT OF SWCAS
I would like to thank outgoing President Phil Williams for his leadership over the past year. His efforts along with the hard work of Dr. Joseph Yick as program chair ensured the success of the 1997 meeting in San Antonio. I also wish to acknowledge the organization's appreciation to former AAS President Carol Gluck for her excellent luncheon presentation.
I am delighted to announce that the SWCAS will hold a joint meeting with the Western Conference in 1998. The joint meeting will be in El Paso on October 16-17. Dr. Ken Hammond has agreed to serve as program chair for the SWCAS portion of the program. Further information on the joint meeting will be included in the next edition of the newsletter.
I hope that you will begin thinking of a panel or paper topic for the joint meeting. Please encourage your colleagues and graduate students to participate. You may wish to remind them that papers presented at the annual meeting will be considered for publication in the organization's Selected Papers series. The deadline for panel and paper proposals is June 15, 1998.

1997 BUSINESS MEETING
The business meeting opened with the election of officers. Dr. Joseph Yick was selected as vice president for 1998 and will serve as president following the 1998 annual meeting. Dr. Stephen Field and Dr. Wing-Chung Ng were elected to serve a three-year term on the board of directors. Accordingly, the officers for 1998 are:

The next item of business was confirming a joint meeting with the Western Conference in 1998 and approving Dr. Ken Hammond as program chair. Two actions were taken to further ensure the success of the 1998 meeting and future conferences. First, it was decided that the officers of the SWCAS would serve as area coordinators in the recruitment of conference participants. Second, it was agreed that $300 (a maximum of $100 each) would be available in 1998 to help defray the expenses of graduate students participating in the meeting.
It was also agreed that the 1999 meetings of the SWCAS would be in San Marcos. The Historical Society for 20th Century China will participate in the meeting. Dr. Joseph Yick is responsible for local arrangements. Locations for the annual meeting in 2000 were discussed with New Orleans and Houston indicated as the preferred sites.
The Secretary-Treasure's report indicated that the SWCAS had a balance of $4157.45 as of October 10, 1997. After expenses for the annual meeting and the selected papers the balance would be around $3500. A discussion followed regarding the increasing expenses of the SWCAS and its relatively fixed income. It was decided not to raise membership dues for 1998, but it was generally agreed that it would need to be seriously considered for 1999.
Dr. Jeannette Faurot informed the SWCAS that due to illness she would not be able to attend the Council on Conferences meeting in March 1998. After wishing her a speedy recovery, it was agreed that Dr. John Peek would serve in her place.
Finally, the membership supported a proposal to create a web page for the SWCAS. The home institution for the web page will be Centenary College. Dr. Stephen Field has agreed to design the web page. The web page should be on line by mid-Spring.
SELECTED PAPERS
Paper presenters at the 1997 annual meeting of the SWCAS who would like their papers to be considered for publication in the Selected Papers series should send a polished hard and disk copy to:

The papers should be single-spaced with endnotes (not footnotes), using typeface New Times Roman, 12-pitch, and in either WordPerfect 6.0 or Word 5.0. Papers should also conform to the Chicago Manual of Style. Submissions should not exceed 20 pages including endnotes. All submission must be received no later than January 30, 1998.
1998 BUSINESS MEETING
If you have any items you would like placed on the agenda of the 1998 business meeting of the SWCAS, please contact Dr. Thomas Bellows prior to 1 October 1998.
NOMINATION OF OFFICERS
In October 1998 the terms on the Board of Directors of Ken Hammond and Shelton Woods will expire. If you are interested in serving on the Board, please contact Dr. Thomas Bellows prior to the 1998 meeting.
Nominations for Vice President are also now being accepted. The Vice President selected in October 1998 will become President of the SWCAS at the conclusion of the annual meeting in 1999.
FUTURE MEETING SITES
Formal proposals for the site of the October 2000 meeting should be submitted to the President of the SWCAS prior to the 1998 annual meeting.
If you are willing to serve as program chair for 1999, or local arrangements chair for 2000, please inform Dr. Bellows.
